Marseille: Man Dies After Inhaling Dust From Noailles Building Collapse

The tragic collapse of a dilapidated residential building in Marseille’s historic Noailles district has triggered intense public scrutiny following the death of a 77-year-old resident from severe pulmonary infections. Mohamed El Khalfioui passed away on August 9 after enduring multiple hospitalizations over the summer months for respiratory complications, according to local reports. For years, El Khalfioui lived directly adjacent to the decaying structure at No. 3 rue Halle-Delacroix, which suffered a sudden structural failure on the evening of June 18 while undergoing rehabilitation work overseen by the public development agency Spla-In.

His death was publicly disclosed by the Collectif du 5 Novembre, a local advocacy group that campaigns against substandard housing conditions. The organization has sharply criticized municipal authorities, alleging a systemic failure to protect vulnerable residents and demanding accountability regarding the airborne hazards unleashed by the disaster. According to El Khalfioui’s relatives, the septuagenerian was sitting on a nearby café terrace at the time of the collapse, directly exposing him to the dense plume of debris and particulate matter that billowed across the neighborhood.

El Khalfioui was among eight individuals rushed to the hospital following the incident due to acute dust inhalation. Relatives report that after receiving initial medical treatment, he returned home, but his respiratory health deteriorated rapidly over the following weeks, necessitating recurrent hospital admissions for severe pulmonary infections that ultimately proved fatal.

Public Health Concerns and Community Outcry

The Collectif du 5 Novembre has amplified these medical concerns, arguing that local officials failed to adequately assess or mitigate the environmental health risks posed to neighbors following the June 18 collapse. Representatives from the collective contend that victims of the dust cloud received inadequate follow-up care and consideration from municipal leaders.

Urban Renewal and Housing Standards in Marseille

Spla-In, the public local development company tasked with the rehabilitation project at the site, has faced mounting questions regarding the safety measures in place when the structure collapsed.
